Event & PR Campaign Case Sharing: Jockey Club Carer Space Project Symposium

In light of Hong Kong’s ageing population, providing community-based support for carers to enable older adults to age in place is becoming an increasingly pressing challenge. To address the needs of carers and older adults, The Hong Kong Jockey Club Charities Trust initiated and funded the “Jockey Club Carer Space Project” (the Project) in 2023. Eighteen carer centres and service points have been established across Hong Kong, providing services to over 11,000 carers and older adults as of October 2025. The Project has successfully reached out to many “underserved families” while identifying high need carers, demonstrating its role in bridging service gaps and providing crucial support to carers and older adults in the community.
Team Prologue was honored to once again coordinate the symposium of this project, providing comprehensive support from project management, event logistics, participant diversion, design, printing, on-site decoration, emcee, photography & videography services, as well as coordinating media invitation and release.

Jockey Club Carer Space Project Symposium was held on 18 November 2025. Chris SUN, JP, Secretary for Labour and Welfare of the HKSAR Government; Jackson WOO, Steward of The Hong Kong Jockey Club; Professor Patrick NIP, GBS, JP, Convenor of the Advisory Committee of the Jockey Club Carer Space Project; Professor Vivian LOU, Principal Investigator of the Jockey Club Carer Space Project and Director of Sau Po Centre on Ageing, The University of Hong Kong (HKU); together with representatives from six project partners shared strategies to support carers, presented initial findings and engaged with stakeholders in exploring cross-sector collaboration to strengthen the community’s capacity to support carers.

Chris SUN, JP, Secretary for Labour and Welfare of the HKSAR Government, noted in his speech, “In an ageing society, the role of carers is receiving increasing attention, with one in every four people in Hong Kong being older adults aged 65 or above. Looking around, carers are becoming more prevalent, and over the past few years, society has shown greater concern for them. The government's previous initiatives, for example, the ‘Care the Carers Campaign’ and ‘Designated Hotline for Carer Support’ aim to change society's perception of carers and emphasise carers’ own values and mindset. The evidence-based ‘Jockey Club Carer Space Project’ enables better identification of people in need and provision of services. Today's symposium explores a unified platform to achieve more precise analysis and identify a large number of high-risk carers based on the data. Through establishing support networks with partners, we hope to provide better assistance to carers, ensuring they receive appropriate care and support.”

Club Steward Jackson WOO highlighted in his welcome address that carers play a vital role in an ageing society and require robust support from all sectors. In this regard, The Hong Kong Jockey Club (the Club) has taken a proactive role in funding initiatives to support carers, including the “Jockey Club Carer Space Project”, which aims to deliver evidence-based and innovative services, raise public awareness of carers and foster a carer-friendly community. Looking ahead, the Club is committed to advancing cross-sectoral collaboration and striving to improve quality of life for the elderly.

Professor Vivian LOU, Principal Investigator of the Jockey Club Carer Space Project and Director of Sau Po Centre on Ageing, HKU, said, “The Project has successfully reached carers that had not previously accessed related services, consisting of over 70% (74.6%) of the Project’s members, and almost none (98.7%) of the registered carers receive carer allowances, highlighting how the Project fills the service gap. The Project has preliminarily identified key elements for supporting carers, including cross-sector collaboration, real-time understanding of carers’ situations, early detection and timely intervention, and enabled carers to transfer knowledge into everyday practice.”

Professor Patrick NIP, GBS, JP, Convenor of the Advisory Committee of the Jockey Club Carer Space Project, remarked while moderating the panel discussion, “With Hong Kong’s rapidly ageing population, the number of carers continues to rise. In addition to the ‘Jockey Club Carer Space Project’, the Government and various sectors have introduced various carer services in recent years. Effective carer support requires cross-sector collaboration, linking diverse services to create a robust resource and service network. This panel discussion brings together key stakeholders to explore how carer centres can serve as hubs to foster synergy among other services, promoting more coordinated and holistic carer support to meet emerging service demands.”
In partnership with the Sau Po Centre on Ageing, HKU, the Project has developed a screening tool to assess carers’ need, enabling assessment-guided, need-stratified support for ongoing improvement in the caregiving journey. Analysis of the screening tool revealed that over half of the participating carers are classified as “moderate need” or “high need” carers, as compared with only 21.7% in The Carer Population Survey conducted by HKU. This highlighted the Project’s effectiveness in identifying and recruiting carers with higher needs, who generally experienced greater caregiving stress than the community average — underscoring the importance of sustained support and intervention.
Launched in 2023, the Jockey Club Carer Space Project is establishing carer-centric service centres in different districts to serve more than 29,000 carers and 13,000 older adults with care needs over a period of five years, as well as to increase public awareness on carers’ needs and promote a carer-friendly community. Project partners include Sau Po Centre on Ageing of The University of Hong Kong, Caritas Hong Kong, Evangelical Lutheran Church Social Service–Hong Kong, Hong Kong Federation of Women’s Centres, Hong Kong Sheng Kung Hui Lady MacLehose Centre, Hong Kong Young Women's Christian Association and Tung Wah Group of Hospitals.
